$98k fixer upper opportunity for a rental?

So I’m looking at a 2bed 1bath 1025 sqft house listed at 98k. It needs a new furnace and water heater. Luckily I have a spare water heater I tore out of a demo project.

This house also needs a new kitchen(cabinets, counter tops, and appliances)

I would like to put LVP flooring throughout the house, repaint the walls, and install new base boards.

It’s in a town of 15,000 and is 40mins away from a large metro area. I would consider cost of living being low-medium.

I viewed rental prices in this town. Similar houses are rent at $850 in this area.

If I buy it and stick $25k in it would it be a wise investment for a rental.
